This project is one of many Business Cases undertaken by UCL. Of particular importance, was this project was multi-disciplined, with UCL bringing a strong principal level team to deliver. UCL were highly regarded for streamlining the business case process, showcasing our ability to scale the business case process where necessary to match both complexity and risk of the project.

The project required innovation to work with NZTA and Tūhoe on an alternative level of service using a product called Tall Oil Pitch (TOP) and alternative pavement design methods. While TOP was not developed by us, we mapped the pathway, developing the performance criteria and risk management approach enabling a pathway for NZTA and stakeholders to advance this novel pavement solution.
We also developed a unique Management Plan which developed a framework for decision making through the Te Urewea Act. This took a 1st principles approach to assessment and conveyed the benefits and risks in simple terms to allow a full understanding by all stakeholders. We have also developed a benefit realisation plan to measure baseline KPI data and formulate how to collect data after the business case improvements are implemented. This process is being used as leading best practice example for NZTA’s Business case process.
